【摘要】:Thisstandardwasinitiatedtomeettheneedsofregulatoryprogramsforthecertificationofmanufacturedbuilding.Thevariousstatutesdiffersomewhatintheresponsibilitiesassignedtotheadministrativeagencyresponsibleforimplementingtherulesandregulationsformanufacturedbuilding.Theadministrativeagencymayutilizetheservicesandfacilitiesofbuilding-evaluationagenciesincarryingoutitsresponsibilitiesforevaluatingmanufacturedbuildingsystems.Byprovidingcriteriaforevaluatingtheseagencies,thisstandard'sobjectiveisto(1)utilizethevoluntarystandardssystemtoprovideacommonbaseforthevariousregulatoryapproachesemployedbytheauthoritieshavingjurisdiction,and(2)makeprovisionforvaryingdegreesofoptionaltechnicalsupportforthecertificationofmanufacturedbuilding.Toestablishanappropriatedegreeofintra-andinter-statecredibilityregardingbuildingsystemevaluationsmadethroughgovernmentalorprivateagencies,theauthoritieshavingjurisdictionmaywishtoutilizeanaccreditationprogramforsuchagencies.Building-evaluationorganizationsexaminedunderthisstandardmayincludebothgovernmentalandprivateagenciesqualifiedtoactonbehalfofthepublicasdesigneeagents(thatis,agencies)ofthegovernmentofficehavingjurisdiction.Thisstandardcoverscriteriabywhichthetechnicalresourcesofagencies,bothgovernmentalandprivate,maybeevaluatedfortheircapabilitytoperformthesystemanalysisorcomplianceassurancefunction,orcombinationthereof,intheevaluationandinspection(certification)ofmanufacturedbuilding.PracticeE651maybeusedfortheevaluationofsuchagencies.Thesecriteriasetforththeminimumpersonnelrequirementsandthetechnicalandorganizationalproceduresrequiredforagenciesengagedinevaluatingmanufacturedbuilding.Othercriteriasuchasindependence,financialstability,andobjectivitymayneedtobeconsidered.Criteriaareincludedforagenciesevaluatinginnovativeaswellasconventionalbuildingsystems,againstapplicablerequirements.Agenciesinvolvedintesting,qualityassuranceandevaluatingbuildingcomponentscanbeevaluatedbyusingPracticeE691.Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
